yes but have them get insurance although their insurance probablly covers the other car it doesnt cover rentals I dont think..this time of year well the roads could be iced so be prepared and yes they can rent you a car no problems..

I can't speak for NY State but here in CT you have to be 25 to drive a rental, let alone rent it. Good luck!
