Now .. this is the key -- the neighbor can say anything he wants -- but what matters is the following:
What are the parking restrictions in your local community -- the city, the county, the village/town? Do you live in a Homeowner's Association Area --- and what are their rules?
Once you find out the answers to these questions -- then you can determine the next step to take --
and if there are no restrictions on parking on their own yards or in the street ... then every time this individual/wife harasses the person for their vehicles .. call the police ... and do file reports. IF they continue to harass you, keep calling. Eventually, if the harassment gets to the point where the police are fed up with the actions of these individuals -- they will have to see a judge to answer the complaints.

As long as those cars are legally tagged and registered with insurance, that cop can not do anything - retired or not,, providing there are no street signs, that say no parking. There may be a law in your town that prohibits the parking of commercial vehicles in a residential zone... (Communities with an association can only tell you that you can’t park commercial vehicles in certain areas. They usually have a designated area for this. Some have a certain number of spaces to use - and they will be marked!!!. The rest must be parked in an over flow area...

I am assuming that based on the number of times the police are there, your neighbors are having domestic issues. Domestic violence calls are some of the most dangerous calls a officer can respond to, regardless of how many times they have been there. Every year officers are killed or injured responding to these calls. Why does he park in your driveway? Because if he pulled up in front of the house and walked up the front walk, he would be a target with no cover. parking at your house probably allows him to come in on the side, allowing him some cover. Seriously, have it towed? It isn't like he is stopping for coffee and you are having a medical emergency. He is doing his job.

He can't do squat. Your neighbors five cars would be annoying though if they are parked in front of all the neighbors houses.

~Possibly, if they're parked on the street and not on their own property. Best way to find out is ask the police officer why he thinks it's illegal.~

if they live in neighborhood that has an association i would talk to the association, otherwise go to city hall and look up street parking laws, if its legal, i would then sue the couple whod is causing the problem.

If the cops can shoot an innocent "unarmed" man on his wedding day in NYC,I guess they can do anything they want to do! The Judges are bought and paid for like the "other" prostitutes on the street! THEY JUST COST MORE! P.S. They shot him more than 50 times! Welcome to the U.S.!
