He's a biblical high priest and the mormons construct their priesthood in the church based on his order of priesthood as commanded my the Book of Mormon.

It is much more deatailed, but that is the quick answer.

Melchizedek was the priest and king of Salem(later to be Jerusalem) that Abraham brought a tithe to after a battle. The Bible does not say who he is. Yes, some think he is Seth. According to the Bible timeline Seth and Abraham were probably near (what will become) Jerusalem at the same time. Seth didn't die until several years after Abraham got there.
Hebrews 7:11If perfection could have been attained through the Levitical priesthood (for on the basis of it the law was given to the people), why was there still need for another priest to come—one in the order of Melchizedek, not in the order of Aaron? 12For when there is a change of the priesthood, there must also be a change of the law. 13He of whom these things are said belonged to a different tribe, and no one from that tribe has ever served at the altar. 14For it is clear that our Lord descended from Judah, and in regard to that tribe Moses said nothing about priests. 15And what we have said is even more clear if another priest like Melchizedek appears, 16one who has become a priest not on the basis of a regulation as to his ancestry but on the basis of the power of an indestructible life. 17For it is declared:
"You are a priest forever,
in the order of Melchizedek."(He quoted this from Psalm 110)

So this priest was going to be outside of the levitical line (which all priests accepted by the Jews were since the time of the Exodus). He was special, because he predated all of that time. Seth was from the world before the flood, and Jesus from eternity past. David (who wrote Psalm 110) knew that the Lord would not come from the Levitical line, and would be priest.

If you get a chance read Psalm 110.

Melchizedek is Jesus, but in another Earthly form; a forehadowing of Himself to come.

When you look in Genesis 14:18-20, Melchizedek is mentioned as an Earthly priest. The writer of Hebrews refers to Him later, to show who He actually was.

18 Then Melchizedek king of Salem brought out bread and wine. He was priest of God Most High, 19 and he blessed Abram, saying,
"Blessed be Abram by God Most High,
Creator of heaven and earth.

20 And blessed be God Most High,
who delivered your enemies into your hand."
Then Abram gave him a tenth of everything.

Salem was modern day Jerusalem, the birthplace of Christ. We know that Melchizedek is supernatural, because He appeared out of nowhere. He is nowhere in the geneologies, but everyone else is. As you can see in the above scripture, Melchizedek blesses Abram, the father of the Jewish people.

Melchizedek is Jesus in a human form; a promise to Israel and all of humanity.

Psalm 110:4:
4 The LORD has sworn
and will not change his mind:
"You are a priest forever,
in the order of Melchizedek."

Hebrews 7:11:
If perfection could have been attained through the Levitical priesthood (for on the basis of it the law was given to the people), why was there still need for another priest to come—one in the order of Melchizedek, not in the order of Aaron?

Also, for a good online Bible search engine go here: http://www.ibs.org/niv . (I love the NIV) Put Melchizedek in a search. You'll be surprised by what you find.

Great question.

The Old Testament Priest to whom Abraham paid tithes. "in the order of" indicates type. Machilzadeck purported to have no beginning no end, In the new Testament Christ is reported to have a ministry like Machilzadeck. Or it could be said Machilzadeck prefigured Christ.
