If she said she really liked me and badly wanted to go out with me, that would be much more preferable for such an early stage in the relationship. I would handle it by arranging a date! Personally, I would ask some questions as to how this love developed. You want to make sure this isn't strictly based on looks (her being shallow) and is based upon knowing you personally. And I don't mean "reading your Myspace profile blog."
Of course, your answer can correspond to how well you know this girl. If you hardly know her, tell her she is a psycho-beyotch and to maintain a 2 mile radius from you. Kidding. If you don't know her well and she says it, ask questions to how this feeling developed.
If you know her very well, tell her you genuinely did not take notice and something could develop. Take it from there.

If you love her as well then ten her your feelings and get all mushy about it
If you want her only as a friend then say something that will let her know your intentions as well as to make it not so humiliating for her
eg. 'Haha! are you serious? Well i like you as well, you're a cool friend but i have someone else in mind, sorry'
