It seems that you have selected the option "Auto Hide the Taskbar" in Taskbar properties.

Okay do one thing the bottom of desktop press right click of mouse and goto Taskbar properties and uncheck the "Auto Hide the Taskbar" option.

Now u can see start menu and taskbar..........

The size has been shrunk to a line so you cannot see it. Go to the bottom of the screen until your cursor becomes a double vertical arrow. While you see the arrow, press the left mouse key and move the arrow up to make the line wider. You will now see your start button and taskbar.

If you keep trying and do not get the double arrow, try on the left or right side of the screen. It is likely you shrunk the task area accidently, but the task area could also be on the left side or right side of the computer instead of the bottom. This latter check is only if you think the bar could have been moved to the sides.
