His situation is very common. Go to a local accountant (NOT a tax place like H&R Block, but a real accountant) and they'll get him back on the straight and narrow.

Chances are good that he won't owe a bunch of money unless he was self-employed, has gambling winnings, etc.

Seriously... it's a common deal, and the IRS is simply glad to get the paperwork and the money.

He might even get a big refund!!!

Geek gives a good answer and a couple of others do too. I suggest trying to see a CPA or Enrolled Agent this week and start moving on the old returns before the workload gets really crazy.

If you do go to H & R Block you should do so as soon as the office opens for the year. The first week of January, you are more likely to get an experienced preparer. However, I do not recommend it as their charges are at least as much as a CPA for back years. It can also be difficult to keep things flowing in a Block office (see below)

I suggest doing the following:
1. Download a copy of form 1040 from www.irs.gov (look in the top left corner of the home page). This will give you an idea of what items you need to be thinking about.
2. Write down a list of possible income and deduction items.
3. Call a few CPAs and EAs to get quotes based on the items you have noted. You have more chance of getting a reliable estimate that way.
4. Make an appointment with someone who fits your budget and whom you can connect with. Don't go with someone simply because they are the cheapest.
5. Go to the appointment with all his paperwork. Make sure your boyfriend doesn't duck out and leave you to do this! I'm sure you know him pretty well, but he is best-placed to answer specific questions.
6. Keep tabs on the CPA. You might want to ask when you can expect the returns for signature. Think about how he can best contact you with questions. This is a big bottleneck!
7. If he has not filed for 2003, make sure it is done by April 15th as refunds for that year cannot be claimed after that date.

Good luck with this.

First off, how much did he make money and pay taxes? If it turns out that he was due a refund that is not a problem. Does he have a complicated return where he itemizes or standard deductions. If he thinks that he owes money, then do the oldest year first and work up to last years. If he does owe, then IRS would apply penalties and interest. Seek the assistance of an EA (enrolled agent) tax preparer, they can do the taxes and get the most back and go to the IRS and deal with them as his representative.

Is best if he files the returns, or gets an accountant to file them, especially before the IRS comes after him.

Once he's gotten into the audit division's target sites,
it's painful.

If he owes money in taxes, then most certainly they will
hit him with backtax Interest, but if they hit him with
penalties too, you can argue before the
(I forget the name) but a group within the IRS that
acts to actually helps taxpayers to some extent.
(Ombudsman?)

Anyways, the longer you wait, the more possible interest
will be owed, so get moving!
