It took me a minute to figure out what you meant about the fish on the car....I would call 911 and ask how I could help....Of course, simply being there doesn't mean you have to help. Each individual has reasons for helping or not helping. If I was alone I would consider it. If I was with my children I would not consider it.
If I was once a drunk woman in the street in my PJ's screaming for help, I could relate and wouldn't even have to think about it.
Unless I was running late.
Besides appearing drunk, did she look dangerous?
Was it a bad part of town?
So many variables, tough to answer. Judgement call, and obviously you didn't get hurt, fortunately, so you made a good choice.

You should have called 911 and reported a woman in distress and described her just as you did in your question. Sometimes helping people is very dangerous. Not knowing the circumstances surrounding the situation, you placed yourself in danger by letting her in your car. Ask any cop on the street what their most frighting calls are and 9 out of ten will tell you it's domestic disputes.
The guy with the fish on his car probably didn't stop because he was wise and led by the Lord.
Sometimes helping people is against Gods will.
I know many people who will give a drunk a few dollars thinking their being helpful. Or people suffering from the effects of drugs who by being helped only makes you a target.
When you a true born again Christian, God will give you new eyes to see and ears to hear. With these you'll be able to know where and when your supposed to act in situation like the one you described. Too many people call 911 first when they should be calling on the Lord for help then 911.

If I didn't have a cellphone I would have gone to the closest business with a phone or a pay phone and called 911.

just because they have the fish or they say they r christian means they will do that or that they really are. u r honest about what u believe, others arent and will decieve everyone, even themselves, that they r christian when they really wont do a thing to help anyone but themselves. u r just a kind and honest person, while others would rather lie and look good and pretend they r good ppl. u dont pretend, u really are a good person, no matter what ur religion.

You are a good person. If anyone is going to heaven it would be people like you who are kind enough to help others in need. I am not really religious either, but I am a kind and caring person.
