A group of cows getting together and saying "Hey lets set up a court system we have an unruly cow over there , lets put him in a field with no grass." If conscience evolved how come man is the only species worried about justice, righteousness, truth. Why dont dogs fish birds cows monkeys apes turtles bugs care about these things?

That is a very good question. Here is another one: Why are our babies the most helpless as far as survival is concern. While all the other animals can survive without their mothers or guardians right after their birth, human babies are the only ones who need years of care by adults before they can be independent and find their own food.
And if those lower or more primitive animals could evolve and developed body parts from fins to hands and legs, and others to wings used for flying, why can't we, with the help of such large amounts of education and sophisticated high tech instruments,
develop our hands and legs to run faster and grow wings to fly so that we can have better mobility than they?

Because animals were not given a spirit that reflects, albeit not perfectly, the nature of God. Believing in a moral foundation is limited to human beings. I never heard of a cow or dog asking, "Should I eat ALL the grass? Won't that be bad for the environment?" or "If I let Fee Fee have his way with me, will I get pregnant?"
Humans are the only animals with true conscience.

Conscience is not inherited, it is a learned trait. It's an outgrowth of man's early socializing. The reason we worry about things like justice, righteousness, etc. is because civilization gives us the time to actually sit around and think about things like this instead of spending much of our time worrying about looking for food and reproducing. Since cows, dogs, fish, etc. don't have civilization, and worry about surviving, they don't have it.
