As a cab driver, we rely on our radio to receive digital dispatches. Some local changes by the FCC has resulted in us no longer having access to a radio tower which gave us the strongest uplink signal lock. I could install a high gain antenna, but the height of it would mean not being able to put my cab in my home garage or entering many parking structures. The radio shop says there is no other way to boost the signal.

Not really.

You must either find a better tower, or go to higher gain antennas on the mobile units. The shop should be able to make the antenna removeable. There is no magic amplifier that you can put in-line. You can increase the transmitter power level on both ends, and get better range, but you may be limited by you license.

Another choice might be to go to a distributed system, where there are multiple transmitters servicing a larger area. This would require you to have multiple sites, which is considerably more expensive.
