goto window explorer..At the folder list, drag Control Panel to your start menu button. wait for several seconds, the start menu will appear and release your mouse button at start menu.

If all that happened is that it was disabled, it should be easy, try this:
1. Right click the taskbar (the bar where you can see which programs are open) and click on properties.
2. Select the "Star Menu" tab
3. Click on Customize (on either choice you have on the bottom, there's the button)
4. Select the "Advanced" tab
5. There's a field that reads "Star Menu Items", the first item should be "Control Panel", make sure it's checked where it says "Display as a Link" and Ok everything

Find your start menu directory under All users in windows explorer. Once you have done that create a shortcut to control panel. Search your hard drive for the control panel target..

Can't you right-click on the icon in the Control Panel and "create shortcut"? Then cut/paste to the desktop, and drag it onto the taskbar.
Or, right-cl on Start, cl Explore.
Find the Control Panel
Find the icon you want.
right-cl it and create a shortcut
cut/paste to startup or drag it over
