They are called "Peh-at" or "Peyos" or "Peyot" (depending on the region of the world a person is from). Not all Jewish men have them only some sects of Chassidics Judaism. (Breslov, for example).
The reason why is "because the Bible says so". You will find the command in
Leviticus 19:27 You shall not round the Peh-at of your heads, neither shall you mar the Peh-at of your beard.
They are also called Tzitzit in Ezekiel 8:3, and Tzitzit is the word used found in Number 15:38 for the "fringes" that are commanded at the corners of the garments. These Tzitzit are "so that you may look at it and remember to do all My Commandments". So just like the Tzitzit at the corners of the garment, the Tzitzit or Peyot of the head are reminders. They are always there at the peripheral vision of the eyes as constant reminders to obey the Bible and to be the person our Creator would want us to be.

The curled strands of hair at the sideburns are indicative of the ultra-orthodox sect of Hasidic Jews. It is merely their traditional hairstyle, along with the coats and hats.

Not all of them, just the hassidic jews.
It seems somewhere the bible forbids shaving those; weird, but at least harmless (except from an aesthetic viewpoint). It's just one of the dangers of interpreting religious scriptures literally.

not all of them do,only ultra orthodox jews have them.they are not allowed to cut their hair.even when they cut their nails they have to say a prayer when burning them.(once they have been cut ,of course.
