You can take them to small claims court if they will not cooperate. just make sure you file a property damage report with the local police department ahead of time. That way it is documented and if you have a witness they will need to be a part of the report as well.

If you think you can prove it, take the parents to small-claims court. The filing fee and service (delivering the subpoena through the sheriff's office) fee should be less than $100. If you win, you should get all court costs back.
If you are poor, you can ask the court to waive the filing fee.
In reference to the claim that in most states you can't sue a child's parents successfully for the child's acts, that is NOT true.

Did you call the insurance company? They are responsible for their child. Otherwise you can take them to small claims court for 25.00. If you win...they have to pay the 410.97 and the 25.00. Apply at the county court.

court costs to file civil suit in Atlanta GA is only about $70. It seems thats its worth it to sue, and you dont need a lawyer, you can easily do this yourself. File the suit and they will be ordered to appear.
(then smack the s**t out of their kid and put a railroad spike into his soccer ball!)

In most states, parents are not liable for a child's tort. Don't bother taking this to court; you won't win.
I'd be tempted to wreak some sort of $410.97 just-desserts revenge, though. It sucks that they won't step up.

call ins. ask them to pay what ins. wont. Have the kid pay for it by working for you 400 divided by 5/hr=80hrs.
