It depends on your situation. If its in your house, and you don't want people to smoke or drink in your home, just tell all your guests and family members straight up that there will be no drinking/and or smoking here.
But if its in a public place, like a bar or resturant ect. its up to the place you are in.
If its your, significant other, just tell them how you feel about them.

It depends. Whatever you do, just be polite but stern about it.
I work in a takeaway food facility, so i have to be stern to customers when they bring their cigarettes in with them. If they don't listen you're entitled to calling the cops or something, cos in most places (at least in NZ) its illegal to smoke in a public place like a restaurant, fast food outlet etc anyway.As for drinking, its illegal already to drink in public, over here, but if you do get those rebels who don't listen, again you can tell them off and probably threaten them with a call to the police lol.
I don't know if its that strict over in the US, or where ever you are, but you should be able to tell people not to drink or smoke if you don't like it ^_^

If you mean in your home while they are visiting, then no, it shouldn't be.
If it is in public and a social question, then it isn't your business, unless they are breaking the law.
