If they exsist why are they here and not in heaven ?

The ghosts that stay here are called lower astral plane spirits. There are many reasons why some of us choose to stay and many other reasons why many are captive here.
Some departed spirits, or ghosts if you prefer, feel they have unfinished business here or are being held here by some unwitting loved one.
I have personally been in communication with ghosts who don't even know they are dead yet.
If you have seen the movie Sixth Sense, much of it is true. Not the story or the character's, but the ability of ghosts to stay here and dwell among us.
Some Ghosts can't find the doorway to heaven or the Light vortex that is the gateway to the higher realm you call heaven.
Read your bible, In Ephesians 6:12 where Paul said:"For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places".
Notice the last words (high places) in the King James version, which is closer to the original Hebrew text, the words are (heavenly realms). Notice that the words in both versions are plural, not singular. Places-Realms refer to the different astral planes of existence. I think there are 7, but I don't know for sure. The air around us is one of these realms. In it, many ghosts stay.
Don't be afraid of them, they can't hurt you unless you want them to. Some even feed on fear and use it's energy against us.
I am currently working on counseling some ghosts to go into the light where loved ones are waiting for them but they are afraid that if they go into the light they will die, or loose all they have in their existence here. I hope this answers your question. If you don't believe me I have proof that ghosts do exist, and would be happy to share it with you if your sincerely interested.

Well, I think there are two kinds of spirits. There are good spirits and bad spirits. The really bad spirits rebelled against God and followed Satan to come to earth, to try to tempt people to do bad things. They aren't allowed to go back to heaven because they have spent too many thousands of years doing the same thing. When you watch TV shows or movies, and you see ghosts, usually they are bad spirits. If you watch something like "Casper the Friendly Ghost," that is a fictional version of a good spirit who stayed behind to help other people. Sometimes spirits come back to earth to pass a message along, but most of the time messages from God or heaven will come when we pray. In fact, I would say it's much better to use prayer than to wait for a spirit. You have to be careful to stay away from bad spirits and also places where they hang out. Stay away from places where people are breaking God's commandments or engaging in selfish behavior. Stay away from really dark places, too.

Ghosts, I've heard, are the spirits of people who have died but who do not realize they are dead. To exorcise a ghost, it is often only necessary to make that ghost realize that it is physically dead. Then it can find its way into the next life.
This may not be always true. Someone who has unfinished business, as a few others have answered here, may also become ghosts.

That usually happens whenever a person who dies has unresolved issues with others. Their spirit not being at ease stays on earth to deal with these issues, and most of the time, these spirits get really confused and need a human being's assistance to let go of the past so that they can move to the other side (heaven or whatever place it is).

havent you ever seen casper ( the one with christina ricci I thing its called seeing is beleiving) but anyways its pretty much right they cant go to heaven until their bussiness is finished and for some that may be never because of the business they were meaning to finish or the time period they came from

The general beliefs are that ghosts either:
1. Believe they still have buisness of Earth to do, whether it's gaining vengeance or simply warning others.
2. They're jealous of the living and refuse to believe they're dead so they remain on Earth.
3. Are actually demons.

It depends on your view of the supernatural. However, one belief is that demons can manifest themselves as what we think of as ghosts. Not everyone goes to heaven, unfortunately.

The dead know nothing. Eccl.9:5 When you die you are dead, until resurrection day. Ghost are actually demonic activity trying to lure one away from God's truth. God tells us that the dead are dead. God can not lie Titus 1:2
