what's behind this obsession with hell?

Some of these people have believed that lie that their is no hell, but there is. Without having Jesus Christ as your substitute when you get there it will not be a reunion of any sort where you can see or know of anyone else, you will be in torment all alone.

The answer to your question is 'ANYONE that has not accepted Jesus Christ as their Lord and Savior'. Not the popular answer but the truth seldom is, remember some things are true weather you believe it or not and this is one of them.
