Anytime is the right time because love knows no timelime. It is infinite.
What I will tell you now is that most of us don't make our loved ones know that we love them by telling them. While some people are not expressive about what they feel, no one really knows what is in your mind until you speak it out. Hence, more often than not, it becomes too late when we lose them without even telling them how much they mean to us.
Tell the person how you feel. Your heart will guide you.

The right time for me to let someone know that I love them is at the time I'm sure that love is what I truly feel.

Do you really want to know or read possible answers to your posted question?...Or is it just a question you threw out there for fun? (Which is okay) If you are asking because you are not sure and you love someone....Then get better answers by re-posting your question friend. Include details like: age group, Male or female, How long have you been seeing one another...Things like that. I betcha the more you include in your question ...the better answers you will recieve...Besides it's great being in love and it is an important question because it means sooo much in so many ways.. You'll know when the time is right. It is always good to tell someone you love them when they are grieving over a loss also.

When you know that you love them.
Or, if that's a bad time for that person (like if you're stalking them), wait until they become more comfortable with you. I want to not be cliched, but really, when the right time comes, you'll know.

When you feel it to be true, of course if it has only been a week, chances are you are just infactuated, but if it has been a month or two and you feel that way newly. Then I don't see anything wrong with it.
