Anytime is the right time because love knows no timelime. It is infinite.
What I will tell you now is that most of us don't make our loved ones know that we love them by telling them. While some people are not expressive about what they feel, no one really knows what is in your mind until you speak it out. Hence, more often than not, it becomes too late when we lose them without even telling them how much they mean to us.
Tell the person how you feel. Your heart will guide you.

Do you really want to know or read possible answers to your posted question?...Or is it just a question you threw out there for fun? You'll know when the time is right. It is always good to tell someone you love them when they are grieving over a loss also.

Or, if that's a bad time for that person (like if you're stalking them), wait until they become more comfortable with you. I want to not be cliched, but really, when the right time comes, you'll know.

When you feel it to be true, of course if it has only been a week, chances are you are just infactuated, but if it has been a month or two and you feel that way newly. Then I don't see anything wrong with it.
