Hey there; I just wanted to sort out a few of these answers you've been getting; I don't like messy, conflicting information.

About "tv tuners": television (cable, satellite, broadcast) has a signal that needs to be received by a certain piece of hardware to display the content of the signal on a computer. The tv "tuners" are usually video cards that either need to be installed separately or are pre-installed on "media" computers in an available expansion slot such as pci, agp or the latest, pci-e. An inexpensive one with recording capabilities (such as WinTV, made by Happauge) can run about $60-80 USD.

"Internet" tv is an entirely different format; there are 'live' channels (usually from a fixed webcam), but more of them are pre-recorded streams. However, rarely are *any* of them reflecting the same programs you'd find on a conventional tv..unless they are archived content or commercial programming (like half-hour ads or 'The Shopping Network'). The U.S. has the most streams but not the majority, as numerous nations have themed streams.

Unlike continuous tv signal programming, streamed internet content needs to "buffer" (or pre-load), resulting in annoying pauses, delays and compromised (pixelated) presentations.

I should also mention sites with streamable content but are a little more specific in their programming range, such as iFilm, Channel101.com, Google Video (okay, Yahoo Video) and Youtube among others.

Final notes: free internet 'tv' tends to not equal *commercial* free. Not every site allows their streams to 'Fullscreen' and very few would allow you to actually download content.
