In the wild, dogs turn in circles to trample down the grass and make a bed. Domesticated dogs (which used to be wild several thousand years ago) still have this instinct and exhibit the same behavior even though most have a bed or carpet to lie on.

Most dogs do this. The dog is simulating a natural act of creating a place to sleep in the wild. Sort of like making his own bed.

I think he's checking for a familiar place. My dog does the same thing before he goes to the bathroom. He would go around in the circle and then he did his business.

the circling and stepping motion, sometimes even some frantic digging, is just a natural nesting instinct dogs have.

wild dogs do that to pat down the ground and make it so nothing is sticking up.the domesticated dogs still follow that instinct.most dogs do that.

They do it just to make a comfortable spot for themselves. My dogs do it too.

because they look cute like that, kidding, they just do that to get comfy or find a good place to lie down and go to sleep.
