The only way that I can think of that it is possible in Word is to make the little parts that you want to be detachable in a text box, rotate the text box 90 degrees (in the Draw menu, choose Rotate or Flip then Rotate 90 degrees), and then copy it a whole bunch of times and arrange all of them across the bottom of the page. Then when you print out the documents, you will have to trim in-between each of the detachable parts. This project would be a whole lot easier with Microsoft Publisher. It has a template for this sort of thing, but most people don't have Publisher.

you could also create a table, one column, two rows.

In the top row, type the information for the flyer.

Display the table toolbar: View, toolbars, tables

Select the botton row, click the split button on the tables toolbar.
For 8.5w paper, you would probably split into 8 or 10 cells.
Type your phone number.
Select all the cells, click Format, Text Direction, select vertical

For the top row, you would probably not want a border. You would want a border around all the bottom cells. Use the tables toolbar for this.

Most of these types of flyers I've seen have simply had the tear-offs scissor cut. It seems to me I have seen paper for sale specifically for this purpose if you want to search and pay the price.
