try to get his attention to you not as a friend but as a girl who like him.
try to get him a Christmas present shows how you feel about him, and if you are sure that he's really shy and he likes you make the first move don't wait for him because if he's that shy he won't make any moves. he might get afraid that you say no or reject him or his friendship so he won't make a move

hahaha. Write him a note! Just bring up casual conversation about how he is. Eventually you guys will start being friends. Maybe even hang out after school and stuff and get to know each other. Then you might be able to know if he likes you or not.
