which media format would be best to use for a video that i want to burn to a cd-r to play on a dvd player?

Unfortunately, you don't have that freedom. Most DVD players will only play VCD's, which are in MPEG1 format. Some DVD players will play Divx, which is an AVI format. These are the only two possibilities for CD-R.

As for DVD's, these are in MPEG2 format.
