My best friend has been saying it to me for years. I know it's from the movie Casablanca, but I've never seen it, and I'm not going to ask him about it.

Here's looking at you kid is what Bogart says to Bergman. He says it in the movie with implications that he ghas said it in the past. During their time in France. It's like toasting with her showing that she is the one on his mind.
He says it in the movie just at the end when he tells her to go with Victor because it won't work for them. Sometimes letting go of someone because it's the right thing is harder but may prove how much you love them.
BTW, I don't agree with him. If two people love each other they should be together no matter what. True love may only come around once.

watch the movie if you can stay awake during it.
this phrase means its been fun, kinda like ta-ta for now.
its a term of endearment.i don't know if he needs to say
it all the time,it was actually a once use then done phrase.
bogart used it to say thanks for the memories.you might
use a phrase to someone you won't be seeing for a great
legnth of time up to and including forever.it was never meant to be a see ya tommorow phrase.

Rick: Who are you really, and what were you before? What did you do and what did you think, huh?

Ilsa: We said no questions.

Rick: ...Here's looking at you, kid.

That's the context. It's supposed to be a reference of the mystery of their relationship. Your friend may be using it as a "don't ask, don't tell" line.
