I am a not skinny but i'm not fat. I have a thin waist line with big boobs and a big but I think i look out of proportion can i fix this by working out? An if so how?

Truthfully, the curves you describe are what most women work to get! Women who lose weight, usually complain about losing their boobs, and you have a small waist and nice curves!
You probably aren't as out of proportion as you think.

Nothing wrong with looking like a woman. But, if you really want to change, just try body weight exercises or lifting small weights at more reps to tone up your bod.

you can do body scultping exercises to "shape and tone " your body and without seeing an actual pic of yoru body I really can't help you
