Carnegie Mellon University has an "open learning initiative" that is basically the first year french courses on line for free. This should be a good reminder/refresher, and for the moment a heck of a hole lot cheaper than going to France.
Also, you could listen to the BBC in french online. To get your ear use to the sounds again. It's African news, FYI.
You could listen to DVD's in french. That might help too. I prefer the children's movies because they use smaller words.

Go to France. If that's too expensive, go to Quebec.
Jumping in "at the deep end", total immersion, might be a little scary but is also an extremely effective way to regain your knowledge.
Another possibility is to fall in love with someone who is French-speaking. Frankly, I'd go to France, and then, maybe, fall in love!

I don't know what a "C" is,but I think you should learn the easiest language - Esperanto - for a while (150 hours would be something like three hours per week for a year, and seems to be enough to get fluent) and then ask yourself what other language you want to (re)learn. Knowing Esperanto is known to help people learn other languages faster.
