You need to be more specific about why you feel he is annoying. Most 7 year old boys can be annoying at times, but most of them are reasonable most of the time.
If he is extremely annoying to everyone all the time, not just you, then he needs help. If he is only annoying some of the time, you need to give him a break --7 year olds don't have enough life experience to always know when they are annoying someone.

it would depend what you meant by annoying...is he demanding, or always seeking for attention only for himself? in any case, he is a kid, and all kids are like that. but you have to be the teacher, and if he doesn't listen to you, tell his mom or dad. also, if you feel that he is too annoying, you are like all other people. i think that my cousin is always annoying, but that doesn't stop me from becoming frustrated. you have to realize that at a young age, all kids are annoying, but with time, they grow out of it. if he is an attention needer, give him some attention, but if another niece or nephew wants attention, tell him that you would like to play a game or hug them for awhile, but that you will be back to play with them. if this doesn't work, please please please don't get frustrated! simply go to his parents or another relative, and ask them for help or a hand or something. remember, all kids are like this at a young age, and it doesn't help a tiny bit if you become frustrated with them. hope this advice helps.

He is bugging you because he looks up to you and wants you attention. Give him some time with you doing the things he likes to do. Then you can set some rules about when he can, and cannot bug you.

I guessing he know's it all find tasks for him that he doesn't know humble him then give him things that are hard but not impossible just enough to keep him challenged, busy, and not annoying

it depends....how annoying? i live in a world of annoyence. if hes just bothers you then tell him to stop. if he doesnt...well....kinda the only option is bridery. hes 7. give him candy or something. take him to get ice cream. if just wont stop NO MATTER WHAT....wow...uh.....eye for eye....annoy him back......copy him.......act like him and he should stop because everyone cant stand themselves :)

try to play with him...like some kind of board games....read to him or play games....if you join him in some fun it might not be so bad....if you ignore him that is what makes it fun for him to be annoying...he is trying to get your attention...what is why he is annoying you
