As long as they can pass the required examinations, yes. In my state, they require a written test and a behind-the-wheel test, and some mentally retarded people are not able to pass the written test due to low reading comprehension. But those who can pass the exam can get a license.

if they can pass the written and driving test then why shouldn't they be allowed to drive..If they are so severe they can't pass the test, then they don't get a license and won't be able to drive.. Retarded people as you say can be very smart and productive..

there's probably some that can drive,,but most states wont issue a license to someone with a severe mental problem,but I'm sure there's a lot of them that could,and would like to drive,,good luck hope this help,s.,,have a good x-mas.
