You can use a spoon or even the palm of your hand to roll it as a ball. For even sizes, you can measure out the cookie batter in a spoon and put it at a cookie mold that you can just create by creating 1/2 inch high cardboard cut into strips 6-8 inches long, taping 2 sides together to form a cylinder and wrapping it with parchment paper, wax paper or a cookie sheet to avoid sticking.

If it's a cutout cookie it should pretty much hold its shape. If you're using a softer or stickier batter, try rolling it in balls. This way it'll be more likely to flatten out into a more circular shape.
Basically as the cookie spreads out it's going to be a larger version of the shape it had as dough.

If you have one of those ice cream scoops with the little swivel bar that scrapes the inside of the scoop, use that to scoop your dough out and put it on the cookie sheet. Then you will have perfect identical cookies. You can squish them down just a little with the palm of your hand, but not too much, because they'll spread too far out otherwise.

the best way is to roll out the dough as if you were going to use special cookie cutters. i would say about 1/4 in thick and then use a biscuit cutter to cut out perfect round shapes. if you don't have a biscuit cutter you could even use the end of a glass, just make sure to flour the edge.

"balls" "balls" "balls" bah, I don't roll mine into balls at all and get them quite even each time. What I do is use an ice cream scoop, then level it off with the back of a butter knife, put them all onto the sheet, then take wax paper, put it on top of the dough and press down firmly and evenly on them with another cookie sheet. this will pancake them, but put them all into a fairly uniform and basic shape. then take the wax paper off, bake, repeat. You can forgo the wax paper, but I use it so they don't stick to the bottom of the 2nd sheet.

first, make sure you are putting the cookies on a cool baking sheet, not hot. Also make sure that you are rolling the cookies into balls, or that they are somewhat rounded when you put them on the cookie sheet

Use a cookie cutter. I mostly make cookies in stars or hearts or other shapes, because its messiness is less noticeble.
