He sounds like a mature guy...and he correctly analyzed the situation...that you freaked out...
I wish I could talk to him to advise him to stay away from you because you found that sentence to be that horrible...he has no chance with you if that is so offensive...unless he wants to be your lap dog...Let him know he should dump you...okay?

I think he was in the right by saying that. It really makes me sad to know that girls get freaked out over love today more than ever. What's so scary about him loving you? It's natural for a guy to fall in love with a girl so don't make him feel bad for god's sake.

He could have just meant it wasn't just you putting your heart on the line. If it bothered you then talk to him, if you're going to be exclusive then you need to be honest with him. He probably didn't mean it the way you took it, most times guys say stuff and in their heads it sounds one way and when it's said it sounds completely different.

honey there are risks in all relationships... when he said he loved you, that was a big risk... you exemplified his fears by freaking out... You must have said something while "freaked out" about risks and he just responded... he was probably hurt by the fact that he was revealing his true feelings for you and you didn't reciprocate... Maybe you should think about that.

I don't think there's a cut and dry answer to this.
Should you forgive him for saying this? It sounds like you think he did wrong by saying what he did. The question you might ask is if him saying it did more damage than him not saying it.
It also sounds like both of you are scared of losing each other. My amateur advice is that you need to sit down and talk about it. I think your questions will be answered then.

Do you like him? if so say it and make him feel at ease. Don't second guess the relationship because of one sentence. Moving a relationship to the next level is intimidating.

I don't understand what you feel bad about. He was telling you something honest--all relationships involve a degree of risk. He admitted he loves you and it putting his heart on line.
Instead of being happy about being told that he loves you, you are obsessing about something that seems to me, you've taken out of context.
