Maybe she's delighted by the snow or her nose is dry so she uses it kinda like a nasal spray ( except she would put it on the outside of her nose)

She is exploring the new substance, remember for a long time she only experienced grass and this is something brand new. My Bichon Frise does it all the time...comes in with a wee hill of snow on her nose...so darn cute.

Well first they are just smelling. my dog does that and then he flings it up in the air and starts to play he does this over and over again.
She might just be being silly or she could try to be finding the ground she once knew. She could also actually smell something.

because its basically like try to smell pee from a nother animal, they do it to establish how long ago the scent has been there and who it was by....... and they do this too get closer to the scent burried under the snow........ or if it is a pup. it could be curious to what it is.....

they are trying to camoflauge themselves. polar bears put their paw over thier noses to camoflauge themselves. its just an instinct they have
