For the same reason that Army commercials are aimed at lower class ethnic males. That is the target market for the product. They do most of the buying, whether it is "soothing tea" for women or cannon fodder to protect the interests of the rich.

Chamomile has soothing and anti-spasmodic properties that work against stress, menstrual cramps and pains, so I guess that designers of your particular brand of chamomile tea must've woke up one morning with this brilliant idea to sell it to the sex that obviously needs it the most...
Historically, however, chamomile tinctures, oils and teas were always geared up towards the 'weaker sex', especially when a woman was diagnosed with a touch of 'Female Hysteria' - an incorrectly diagnosed medical condition in western medicine that is not currently acknowledged by the medical community.
It was a popular diagnosis in the Victorian era for a wide array of symptoms including faintness, nervousness, insomnia, fluid retention, heaviness in abdomen, muscle spasm, shortness of breath, irritability, loss of appetite for food or sex, and a general "tendency to cause trouble"...
So, comparing all this to occasionally feeling a touch ridiculous isn't that bad a deal, after all... or is it?...:)

Chamomlie tea is a flower, and also, they're targeting women more than men to drink their tea, otherwise, there might be footballs on a tea box, haha
