Because they're there, of course. Watch a dog as it chases its tail, and you can almost hear it thinking, "What is this thing that keeps following me around, and why can't I catch it?"
Quantifying canine intelligence is a very tricky business; there are dogs that display great
aptitude for obedience work yet don't have the sense to come in out of the rain, and dogs that are seemingly untrainable yet exhibit astonishing reasoning and decision-making powers.

It's a pretty safe bet, though, that a dog that persists in chasing its tail wasn't at the front of the line when the brains were being distributed—although, in fairness to the dog, prolonged and repeated tail chasing can also be symptomatic of seizures brought on by a serious epileptic-type disorder. If your pet exhibits such behavior, get it to a veterinarian, pronto.

Sometimes it's because they are bored, sometimes because it's fun. I had a dog once that did it because the first time I saw it I laughed, which was enough to encourage the dog to do it regularly.
It was even funnier watching three of my dogs chase each other all over and grabbing each others tails and hanging on. We'd have a whole bid audience on the beach cracking up about it.

It can mean that they are overjoyed or hyper but otherwise they are fustrated bored or attention seeking. I was in the vets once and started talking to an owner whose dog had chewed off his tail as he was locked indoors all day.

Some dogs don't realise what it is, mostly puppies chase it at first but older dogs get used to it.

My dog does it every morning for about 5 mins. She is just excited because she just finished going pee and is waiting for her breakfast.

Because they're a bit stupid... but who cares, it's certain to get an "Awwwwwww" followed by a doggie treat. Maybe that's why they do it? O_o

It usually means that the dog is happy, and once in a while it means there are bored. But usually it means their happy.

Because compared to cats, dogs are incredibly dumb - you try to get 8 cats to pull a sled through the snow!
