that cats do shed tears in response to fear, stress, or pain. Some of the comments (edited for brevity):
We took [our male cat] to the vet for a check up and to say the least he did not want to be there. As I held him gently on the table tears ran down his face. It was the only time he ever cried and I have yet to see any of my other cats do the same.
I opened my door to find my cat crying with a bleeding ear.
She closed her eyes and hissed at [new dog that barked at her], went up on her shelf, and tears were streaming down her little face for several minutes...It was clear and very sad to witness.
Cats definitely cry - usually due to being in pain. For 3 weeks before our 18 yr old Gigi passed away unexpectedly, she had tears running down her face.
Okay, I'm convinced. It is still important to seek veterinary attention when "tears" are accompanied by gunky material in the eye (possible URI), blinking or squinting in one eye only (possible injury or foreign matter in eye), or sneezing (also possible upper respiratory infection). However, if circumstance indicate it, it is also possible the cat is crying because of fear, anxiety, or pain.

Of course cats can cry. They only do so if they are extremely upset or disapprove of something strongly or extremely hurt. My cat that passed on I didn't realize how bad she was hurt.. she cried mildly.. I realize it was mild cause she didn't have much energy. I think she got shocked by the Electric Fence! That fence is ment to keep cows from breaking out! I don't approve of such fences. I think they are unsafe. My Landlord did the fence.. probably with the money I pay rent for the place I stay in. Not all cats cry but they can. My other cat would cry a loud Meow whenever I mentioned the word Doctor or Vet! I never explained what those words ment.. somehow she just knew.. psychic I guess! When I had to take her to the Vet she'd hide. She somehow knew what I intended and made herself hard to find! Temptation treats however always got her out of hiding!

They can't cry but they can suffer from depression believe it or not! Depression is a horrible thing to suffer from so keep your wee cat happy with attention not too much to annoy it. They can be put on medicine just like us humans can you know. Cuddles when they need it and lots of games and just be a good MUM will help kitty not to be sad or depressed.

Someone said here that cat's haven't got tear ducts, well they do. I've never seen tears from being sad or upset, but someone else described some incidents that certainly give credence to the fact that they DO.

They "cry" when they're distressed by meowing repeatedly, but the meow sounds different from other meows. My cat always does that one the way to the vets in his pet carrier.

No, cat's do not cry when upset. This seems to be a human-only ability.
They do have tear ducts, but those are for clearing the eye of debris that may harm them.

My cat sometimes wonders through the house late at night meowing ,carrying her toy mouse. Her meows are really pronounced too.
