Yes - breeds that do this a lot most naturally are ones chosen to be guide dogs for the blind: Labrador & Golden Retrievers, German Shepherds, & Boxers.

Yes they are like humans, they can move their eyes up without moving their head or just move their head 'up' and look above them.
Have you never seen a dog before?

yes they can mate. they same way we do they lift up their eyes and their heads.
how else would you expect them to look at you when you tower over your dog when you ask him to sit?

what do you mean? of course they can move thier eyes up or lift their head, but im not sure if thats what you meant. try adding more details for better answers
