I have heard that back in the 60s when getting the mumps was common that people used to bring their kids from all over the neighbourhood in hopes that their child would get it, just to get it over with I guess.
I have heard the even pregnant woman would come over in hopes of their babies having them. I'm not sure if that is possible.
So the answer to your question is that yes and 18 month old can get the mumps.

even if your child is vaccinated, they can still get the mumps. No vaccine is 100% effective. Today we have better nutrition, sanitation, and medical care so it's not life threatening.
