I don't think 13 # is a lot for a cat, but depending on the age. My sister has a really overweight cat that has just become diabetic, and she is on special food(only 1 -1/4 cup a day) I sure wouldn't worry too much about 13 #

13 pounds doesn't sound very overweight, but it does depend on the size of the cat.
If the cat is less than 18 months old, don't try to put him on a diet. He needs lots of nutrition to grow.
You should be able to feel your cats ribs, with a little bit of pressure, but you shouldn't be able to see them. If you can't feel your cats ribs using light pressure, then it may be overweight.
Just like with people, weight loss means diet and exercise. Play with your cat -- a lot! Use interactive toys like a laser pointer or "kitty fishing" toys which are basically feathers on a string; you toss them out then drag them toward you and kitty chases. Almost all cats love some variation of this toy.
There are weight loss foods for cats. Be sure to choose a high quality one. Ideally, on the ingredients listing, the first one should be a type of meat (such as Chicken Meal or Lamb Meal) and corn shouldn't appear on the first three ingredients listed. In a really good food it doesn't appear at ALL -- corn is just a filler to make the food more affordable, it's not very digestible to the cat. A few cats are even allergic to it.
If your cat eats wet food, start giving him some dry and reducing the amount of wet food he eats. Do this gradually. Don't take him off wet food entirely -- it has valuable moisture and often has better quality ingredients. However, cats like to overeat wet food. An overall mix of two parts dry to one part wet per day is really good for a cat in terms of digestion, nutrition, and weight control.
Break down your cat's meals. If you currently feed him once a day, break it in half and feed him twice - or more, if you can. Lots of small meals are better than one or two big meals. The more the merrier ;) But, the total amount of food he's getting shouldn't increase at all. Make those meals smaller! He'll digest it better if he's not wolfing it all down at once, and since he's digesting it better he won't need or want to eat as much.

Before putting your cat on a diet you need to consult the vet. your vet will determine how much weight your cat actually needs to lose. Also the vet will give you advise on what type of food and what exercise she needs.

I just took my cat to the vet for a checkup last weekend and he said that she was overweight, too. my kitty is used to having food 3 times a day. i have been trying to cut back on portion control but she's not happy about that at all.

We have the same problem. What we do is we give her 1 cup of food a day and that's all she gets. No treats. but do give him/her lots of love and water.
