Depends on how serious the relationship is. If it is reasonably serious and sexually active, then you would have to be very careful just what type of lingerie you choose. One of my ex-boyfriends bought me some lingerie that I thought was totally slutty....he enjoyed seeing me in it, but I was embarrassed to even have it in my home.
As far as the flowers, better check to find out what flower she would prefer. They are a lovely gesture, but if she is not fond of red roses, disappointing.

I say both. All women love lingerie and roses. So show her you care by giving her roses and show her you want to be intimate by giving her lingerie.

and take her out lingerie shopping with a gift certificate and show her the things you like the best on her
