So what should i know if i wnat to get a credit card or somethign that offers me mile point toward air traveling? I really want to get one that will help get a good price when i want to fly to Romanian...

Mileage you earn on credit cards is very hard to redeem, especially for International travel. The cards usually have high annual fees (around $100 just to carry the card) and the interest rates in general are a lot higher than what you pay for a non-airline-mileage card from the same bank. You also have to charge a LOT of stuff before you earn enough miles to make it worth it. In my opinion, unless you can pay your card balance in full every month, it's not worth it; the amount of money you will pay to earn those miles is worth more than the cost of the miles.

You have to book your free International travel about 300-330 days in advance or you won't get a seat; airlines usually have only one or two seats on International flights available for mileage and they get booked very quickly.

Finally, when you redeem miles, you can't redeem them for a discount, only for a base fare ticket, or an upgrade. In other words, you have to spend thousands of dollars on credit card purchases to earn an International ticket. It's better to just pay for the ticket outright and apply the money you'd waste on fees and interest to paying down your fare.

Air Canada uses Aeroplan. Aeroplan is a different program from Air Miles. AEROPLAN miles can be used on Air Canada and their partners.

Find out which Airlines fly to Romania. Then call their customer service/frequent flyer rep and ask which programs they honor.
