There aren't any 'rules' as such. By unwritten 'convention', however, a Mens' Room is for 'doing it' and leaving. Men have often got something known as 'pee shyness' which makes it difficult to 'do it' in public. Standing in a line at the urinals can be difficult or impossible. Some men aleays go into a stall, to be private.
The same goes for how/where you stand. Go into a public rest-room and two men will be standing at opposite ends of the urinal. "You" are expected to take a middle position. If YOU don't feel uncomfortable and stand next to one of the other guys - he is likely to get very nervous in his mannerisms! (After reading surveys, I've tried it - it happens.)
Consequently, the US image is men chatting around the 'water cooler' or similar place, not the 'toilet'.
Women, of course, find it impossible to go to the rest-room without company. Perhaps because they 'do it' in private. The mirrors and 'vanity' areas in womens' 'toilets' are always more spacious than in mens'! (Been a cleaner over the years.)
They can then chat together and 'gossip'.
With the decline in buildings and public places providing urinals as well as 'stalls', this could change. But men have also been 'conditioned' not to talk to other men in toilets - "you know, he could be 'one of THEM'!!"

Totally against the Man Rules!!!
Man Rules require that the only sounds made by people in the mens' room be grunts of acknowledgement or sighs of relief. The only exceptions are "courtesy flush, please" if the person is grunting like he's in labor, or the time-honored ritual exchange, "MMM, that water's cold" to which the other person says "Yeah, and deep too!"
In a military latrine area, it is also acceptable to yell "fire in the hole" before audibly passing gas.
While using a urinal, the only acceptable places to look are: 1) yourself, while unsnapping and preparing aim, or 2) The peespot (tile in front of you directly in line with your eyes).

Naw man, I guess it's against the rules if you feel uncomfortable. Back in High School on the football team we'd be sitting in adjoining stalls and talking. I have to admit I haven't done it will older but if I was using the restroom and someone commented I'd respond.
Now, with that being said I've never spoken to someone at the urinals, I don't figure I'd have a problem with it as long as he kept his eyes forward.

A quick "hello" or whatever, at or near the urinals is ok if it's someone you know. Talking through toilet stalls is completely out. Men don't chat in bathrooms without some good reason.

I've had females try to do this with me. It's very awkward. Even worse if it's a stranger in a public bathroom.
So, I understand you. I'd try to make a joke about it if you want him to stop. Perhaps say "Man, all this talk is affecting me"...implying you can't go with him running his mouth. Or, loiter elsewhere if you see him go in, and wait til he's done.

Against who's rules? anyone can talk anywhere.. Its up to them. if you just don't like it then ignore the person who's talking.
