Hair grows from the follicle, not from the root. You're pulling the hair out, but not the follicle so a new hair grows. The only way to stop it from growing back is to kill the follicle.

After plucking or waxing a lot, the hair gets thinner and weaker because the follicle gets tired of growing so much hair. After a while the hair will stop growing, but that takes years. Also, the less hair, the more hair will want to grow. It's part of your body's instincts to keep warm. If you have long hair on your head and you suddenly cut it very short, your body will go nuts, trying to grow back. It's the same all over your body.

The hair continues to grow because you didnt get the "root" of the hair. After plucking for so long you will lose the hair ex eye brows... that is why women tend to to "draw or fill in because of over plucking
