Hair grows from the follicle, not from the root. You're pulling the hair out, but not the follicle so a new hair grows. The only way to stop it from growing back is to kill the follicle.

The follicle of there hair stays in your skin even after plucking out the hair, so the follicle simply grows hair back. After plucking or waxing a lot, the hair gets thinner and weaker because the follicle gets tired of growing so much hair. After a while the hair will stop growing, but that takes years. Also, the less hair, the more hair will want to grow. It's part of your body's instincts to keep warm. If you have long hair on your head and you suddenly cut it very short, your body will go nuts, trying to grow back. It's the same all over your body.

The hair continues to grow because you didnt get the "root" of the hair. After plucking for so long you will lose the hair ex eye brows... that is why women tend to to "draw or fill in because of over plucking

As long as there is a hair follicle, hair will grow. If you continue to wax or pluck in a certain way, you will weaken then kill the follicle and no hair will grow.

Not true, you will eventually damage the root enough that it will no longer grow, but it takes time.
