Is there anyway to reduce the angle of emmission in the up and down direction? For example, in the side to side emmission, yagi antennae's can reduce the angle to about 20 degrees in the side to side way. I'm not talking about polarization, but the spread of the waves.

Radio waves behave precisely like light! a naked light bulb radiates light in every direction. A torch (parabolic antenna) can radiate light in a narrow arc.

Yagii's do concentrate the wave in a the vertical dimension but it all depends on their height above the ground plane. Check something like the ARRL handbook.

If you could get rid of the sidelobes that would do it. Although that's better said than done.
