What does each "base" represent before "going all the way"?

First is kissing. Second is the male touching the females breasts, third is touching the private area, and a homerun is sex.
If you decide to have sex, make sure you are protected by the male using a condom each and every time.

second base is under the cloths and a little fingering
third base is oral
home run is all the way...

its different with diff ppl... but here's how i see it
1 - kissing
2- using hands to sexually excite/please the other
3 - using ones mouth to sexually excite/please the other
4 - "going all the way"
