To learn Spanish vocabulary I would first talk to native speakers (or those better in Spanish than me) as much as possible. This helped a lot, but the thing that helped the most is when I came across a new word (either by reading or hearing it spoken outloud) I would write it down in a notebook. Every day I'd try to have at least 5 words and review before I went to sleep. It didn't take a lot of time but eventually I had a huge working vocabulary with minimal work!

You can read 1 or 2 articles in the English version of wikipedia every day.
Also, see this answer. It mentions a good program called supermemo (super memorisation) for learning a lot of vocabulary in a short time.
The 2nd link is to a list of the '100 most used english words'. They form 50% of English text, because they occur with high frequency.

If English is your second language, watching TV is effective for a lot of people.
If English is your first language, however, you're wanting a more in-depth education, and there are several things you can do.
Read classic books, dictionary in hand. Try to learn 3-5 words every day.
Read the newspaper, dictionary in hand. Read it cover to cover, as often as you can.
Study and learn a latin based language, such as spanish, italian, french, portugese, or even latin itself. Learning the second language will enhance your skills in your own language.

By reading textbooks or other books in which good grammar is practiced, some novels and fictional books have bad grammar in them to attract a certain audience or reflect a dialect. Engage in an intellectual conversation with someone who is fluent in English. You could also send emails periodically to people who use good grammar on a regular basis. Furthermore, you could write a paper or letter and have an English teacher, student that is majoring in English, or someone else who knows the English language well review your paper.

Keep using English when ever you can, if you are not a native English speaker. Read as many English books, news papers, or magazines that you can get your hands on, and invest in a good dictionary. Good luck!!! :-)

buy English vocabulary books for your level and a good dictionary and thesaurus read/study the vocabulary books and look up any words you need to in the dictionary and enhance your vocabulary by looking through the thesaurus
