You don't mention your ages or if that's all she's wearing. Maybe she's hoping you do something. Does she get really close to you or maybe rubs up against you? maybe, she just feels really comfortable when your around. Think back, has she given you in indication that maybe she would like to try something with you. Remember, making the wrong move an ruin a friendship. There are a lot of ways to find out. If your best friends then start up a conversation about guys and relationships, causally bring in things about females and see how she reacts.

hey, it's not fair not to tell her.
let her know, one way or another.
if biting her will do the trick, that's what you should do.
you know her & we don't so i dont' think any of us are well placed to judge that action. i know people who would appreciate a well placed bite or two & those who wouldn't
