Well it depends on what the other person feels. So the first step is letting them know how you feel. And if they feel the same way that you do, then go for it. You have so much to gain and not a lot to loose...

If you really feel that you love someone, find out if they love you back. If they do, you've got something to built on, if they don't you move on.
