Try www.petfinder.org; this wonderful site works with shelters and other rescue organizations. You can search by breed and location. You can easily find a mixed breed pug or english bulldog here, but if you absolutely MUST have a purebred, it's still a good place to begin your search (they often have a small selection). If you require purebred and can't find one on petfinder, check your local PetSmart, PetCo, etc and ask them for information on local breeders. They should be able to help.
You might also try Craigslist. They're organized by city. The Nashville link is http://nashville.craigslist.org/pet/ and if you need a different city I'm sure you'll be able to navigate from there.

http://www.usellitinky.com and click on pets. This is in kentucky but they do have all kinds of bulldogs & pugs up for sale on there.
