The first thing 2 do is what u have been doing by writting down License plates & reporting it to the police u want to establish a timeline, and a base for the frequency of these offenses. So u can say since blah blah blah date this has been going on & the police did nothing. Then u want to contact ur local mayors office or juditial branch, type up a letter & a petition, have all of the people in ur area that live where or near this high traffic area sign & then keep on it, sometimes issues get caught up in buracratic red-tape when it comes to local police so I say go to the top, if it means saving a life then go for it!! What I can suggest is looking into having the police install a speed radar and see if they will put up signs that say 'speed limit enforced by radar' or something like that. Also, ask the police if they would have an officer come by and patrol the area or even sit there or 'hide out' (like they do along major highways in the middle medians) to enforce the speed limit. Any violators of the speed limit that come through there, the officer can pull them over and give them a ticket, at the very least. If they are going excessively fast through there, then the officer can can possibly do more than just hand them a ticket, which to me, is a slap on the wrist.

I think your best course of action would be to try to get the "drive through" closed again. If that is not a possibility, work to get BIG speed bumps installed all throughout your subdivision so that they have no choice but to slow down. If this is happening mostly at a certain time of day, work to get extra traffic enforcement during those times - you said that the speed limit was strictly enforced, but it obviously isn't being enforced. Unfortunately, you probably won't have a great deal of luck in trying to prosecute them or punish them unless something really bad happens.

Quite honestly it doesn't do a bit of good to report license plate numbers since speeding is a minor traffic infraction compared to say....a hit and run.
What I would do is start a petition and bring it to the subdivision owner...if there is any. If not, bring it to the police to have that area constantly monitored. If they don't do anything, then bring it to city hall and city council meetings. The more voices you have and the more active you are, the better the chance of something being done right.

There have been numerous similar problems in Toronto area. Residents got together and demanded action from their city representatives, such as numerous speed bumps. Constant complaints to the police are good because they will eventually show up and issue fines and because police get tired of the behaviour and also seek something in area like speed bumps. Here the areas with numerous speed bumps -where there are usually lots of kids, too- are called traffic calming zones.

Ask this question of your local law enforcement. They may take action and post an officer in your neighborhood to catch speeders. This was done in my mothers neighborhood which is an upscale development with the same speed limit and many children. An officer patrolled for several weeks and doled out tickets... because I was riding with someone who received one! Mind you, this person was not a teenager but should have known better... so be careful what you wish for. Good luck and I hope your neighborhood is kept safe.

Two good solutions:
1. Bring a petition to City Hall requesting speed bumps be placed in the roadway.
2. Request law enforcement to periodically post "speed traps" in the area to catch these offenders. When enough are brought in, your local government will step in with alternatives.

Have you and your neighbors, (it shouldn't take many) petition the city to place speed bumps that are rated for 25mph on the street. There should be one every 300 feet the full length of the zone. After a few "punks" damage their car trying to go fast, they'll get the message.

seriously...reporting them won't do any good.
apparently the speed limit isn't strictly enforced. you really should focus more on getting them to slow down and not on seeing that they're punished properly. this issue should be brought in front of your city council. the city council, no doubt, would have many suggestions for a (ahem) speedy resolve to your predicament. maybe speed bumps could be installed. in the meantime, keep your kids in the back yard.
