I don't think that kids should go to jail for finding the bullets. However, since you are a school employee, please take the time to educate the students about what to do when they find dangerous items in the street, such as ammunition, guns, knives, etc.

Step #1: Don't touch it. Leave it right where it is at. It could be evidence from a crime scene, and it could have dangerous substances on it, like blood-born pathogens.

Step #2: If it is safe to do so, one person should keep an eye on it from a safe distance, while another person goes to tell an adult.

Step #3: Contact your local law enforcement, and let them know what you found and where you found it. Ask the sheriff's office what they want you to do with the item.

Did the kid bring the bullets directly to the office and turn them in? Or were they in the kids locker? The bullets were in the kids procession, and we all know That is 9/10th of the law.

To be honest you didn't give many facts about the situation therefore no one can make a reasonable assessment to answer your question.

To the poster above...I know you are probably a left wing nut but seriously kids dont get expelled for just having a nail clipper.

School security rule have gone completely bonkers, when you have students expelled for having a nail clipper with a file, which school rules consider a weapon. What about a sharpened pencil? A sharpened pencil is as good as an stilleto knife for stabbing purposes. Why haven' t sharpened pencils been banned as lethal weapons?
