Smaller would be cardio exercises to reduce the fat that may be on them..toning would be leg lifts, stair climbing, bicycling, etc...however toning them may increase their size somewhat due to muscle developing...

technically there is no such thing as toning. increasing muscle "tone" is achieved by reducing reducing both intramuscular fat and subcutaneous fat.

you wan to incorporate leg exercises that are both quad dominant and hamstring dominate. a quad dominate exercise would be various forms of squats and leg presses where the legs are about shoulder width. stiff legged dead lifts and hamstring curls would be 2 very effective hamstring dominate exercises.

Try Pilates.. it's hard at first, but you get used to it, and it gets easier. One way of doing them: Lay flat on a mat, or carpet. Squeeze every muscle in your body together, your butt, abs, etc. Hands under your legs. Lift both legs (side by side) up (***STRAIGHT LEGS***) and down SLOWLY, WITHOUT touching the carpet/mat/floor. Try about 10 of these if you're a beginner, then work your way up.

Bicycling. Try uphill. Simple enough, try to keep your pace the same, then gradually increase the speed. Try 20-30 mins AT LEAST.

Squats, leg weight lifting, etc.

Thanks. Any more questions, email me please :).

If you lay on your side and raise your legs midway...you will feel it burning off trust me!!!...oh and "sitting on a wall" which means you have your back to the wall and pretend your sitting on a chair trust me you will feel this it hurts but that means its working ;-)
