There is a parking garage right underneath the library; I believe it is $2 to park there if you have the library stamp your ticket. Otherwise you will have to fight for street parking which is very difficult in that neighborhood; if you can't get in the library garage or they have changed the rates, I'd recommend looking for parking around 9th and K or 10th and Massachusettes. Parking is really bad in this whole area and if you want a free spot without having to circle the block over and over again, you'll have to look as far north as possible, maybe even as far up as M or O street.
You could always take Metro as the Metro Center and the Gallery Place stations are each about a block away from the library, and between the two stations you have access to pretty much all of the train lines.
