Serotonin taken orally does not pass into the serotonergic pathways of the central nervous system because it does not cross the blood-brain barrier. However, the tryptophan and its metabolite 5-Hydroxytryptophan (5-HTP), from which serotonin is synthesized, can and do cross the blood-brain barrier. These agents are available as dietary supplements and may be effective serotonergic agents.
I question why someone would want to increase serotonin levels. Serotonin (more appropriately known as 5-hydrotrypamine) has a myriad of effects on the body, most of which are not pleasurable. In fact, high levels of 5-HT cause a condition known as serotonin syndrome. Extremely high levels of serotonin can have toxic and potentially fatal effects.

Mix zoloft and L-tryptophan, and consume at the same time. Serotonin overdosage!!!!
RB is right, care should be taken when trying to increase serotonin levels. Overdosage usually results in nausea, vomiting, and yes, sometimes death.
